Chair: Professor Don Wallace, Jr., Esq.

Attorney Don Wallace, Jr. is Chairman of the International Law Institute in Washington, D.C. and Professor of Law at Georgetown University Law Center. He is also counsel at the legal firm Winston & Strawn.

Mr. Wallace received his B.A. from Yale in 1953 (high honors) and his LL.B. from Harvard in 1957 (cum laude).  He was a Fulbright Fellow in Turkey in 1967, a Fellow at St. Antony’s College, Oxford in 1973-74, and an Eisenhower Exchange Fellow in 1976.

Mr. Wallace has taught courses in Public International Law; International Business and Economic Law; GATT/WTO; International Monetary, Finance and Investment Law; International and Comparative Procurement Law; Infrastructure Projects in Developing and Transition Countries; Investor-State Dispute Settlement; Constitutional Aspects of Foreign Affairs; Conservatism in Law in America; and Property.

He is active in numerous organizations and societies.  These include membership on the Secretary of State’s Advisory Committee on Private International Law; service as a U.S. delegate to UNCITRAL; membership on the panel of arbitrators of the Cairo Regional Center for International Commercial Arbitration; membership on the Board of Directors of the Institute of Investment and Arbitration, Cairo; membership in the American Law Institute; membership on the executive committee of the Board of Governors, Republican National Lawyers Association; membership on the Board of Directors of the Bulgarian American Society; membership on the advisory board of the Central and Eastern European Law Initiative/Middle East North Africa (CEELI/MENA), Rule of Law Initiative (ROLI), American Bar Association; emeritus membership on the Board of Directors of the International Development Law Institute (IDLI, now IDLO), Rome; membership on the advisory committee of ABA/UNDP International Legal Resource Center; membership on the Legal Advisory Council, AEI  Legal Center for the Public Interest.  In addition, Mr. Wallace is a correspondent at UNIDROIT and vice president of the Board of Governors of the Uniform Law Foundation (UNIDROIT foundation), Rome; vice president of the Academic Council, European Center for Peace and Development, U.N. University for Peace, Belgrade; a member of the International Board of Advisors, The University of the Pacific, McGeorge School of Law.  He is also a member of the Board of Directors, Freud Foundation U.S., New York; The Constitution Project (Guidelines for Constitutional Amendments); the War Powers Initiative; the Board of Directors and Advisory Council of the Global Legal Information Network (GLIN) Foundation; and the Advisory Board of the Rumi Forum.

Formerly, Mr. Wallace was in private practice in New York City.  He was also Deputy Assistant General Counsel, regional legal advisor for the Middle East, and acting head of Private Enterprise for the Alliance for Progress, and a consultant for AID; chairman of the Section of International Law and Practice, and member of House of Delegates, of the American Bar Association; chairman of the advisory committee on Technology and World Trade, Office of Technology Assessment, United States Congress; member of the United States Delegation to the U.N. Mr. Wallace is also an author of numerous books and publications, including Dear Mr. President: The Needed Turnaround in America’s International Economic Affairs; International Regulation of Multinational Corporations; and he is co-author of International Economics and Business: Law and Policy; Regulating Public Procurement: National and International Perspectives; Transnational Corporations and Legal Issues; Commentaries on Restatement of the Foreign Relations Law of the United States; Introduction to Turkish Law; and A Lawyer’s Guide to International Business Transactions, Investor-State Arbitration. He is also a member of several editorial boards.

Mr. Wallace is a Recipient of the Harry Leroy Jones Award for outstanding achievement in foreign and international law (1992), the Medal of Cairo University (1995), and the Leonard J. Theberge Award for distinguished and long-standing contributions to the development of private international law (2005).  He has been invited to give the Inaugural Aelex Annual Lecture, Lagos, Nigeria (2005) and the Inaugural Muhammadu Lawal Uwais Annual Lecture, Abuja, Nigeria (2006).
